Why Shanghai Electric won EPC contract for Dubai 700MW concentrated solar power project?

Shanghai Electric, a Chinese leading energy and manufacturing corporation, was officially awarded the EPC contract for Dubai 700MW CSP Phase 4 of the Mohammed bin Rashid Al Maktoum Solar Park earlier on April 13th in Shanghai, China. With the total investment of USD 4 billion, the Dubai 700MW CSP plant is the world biggest CSP project.

When asked about the reasons why it was ACWA Power and Shanghai Electric consortium winning the project, Mr. HE Saeed Mohammad Ahmad Al Tayer, Managing Director & CEO of Dubai Electricity & Water Authority (DEWA) explains, “Firstly, both ACWA Power and Shanghai Electric own the most advanced technology and quite experienced in energy sector, and secondly, the price they offer, USD 7.3 cents/kWh, is quite competitive for cost control.”

PPA: USD 7.3 cents/kWh for 35 years
Total Investment: USD 3.86 billion/ AED 14.2 billion (51% from DEWA, 49% from ACWA Power and China Silk Road Fund)

Mr. Zheng Jianhua confesses that the project, as the world “biggest” and “tallest”, is really a great challenge and will inevitably face some problems and risks. At the same time of reaching “the best”, the project should also be completed in time so as to produce power for the Dubai EXPO in 2020.
However, Zheng continues, “We made sufficient evaluation on the potential challenges and risks, and was confident to offer such a low price. Frankly speaking, making profit is not the priority, from the perspective of strategy, we would like to establish the brand in Middle East, so as to get more opportunities in future similar projects. ”
The Dubai CSP project awards Shanghai Electric the 1st EPC contract in big-scale energy sector, and a milestone for Shanghai Electric, a representative of Chinese high-level manufacturers, to step into renewable energy.
