On May 22, China National Energy Administration (NEA) issued a notice on “Promoting the Construction of 1st Batch of Concentrated Solar Power Demonstration Projects”. The notice pointed out that the deadline for the first batch of CSP demo projects could be extended to 2020, but with an electricity price reduction mechanism.

It is an important measure to promote the progress of CSP technologies and the development of the industry.

As CSP Focus keeps reporting, the government clearly stated that only those which could be completed and put into production by December 31, 2018, would adopt the benchmark on-grid price of RMB 1.15 per kilowatt-hour (inclusive of taxes).

However, according to the actual conditions of the 1st batch of 20 demonstration projects, the construction deadline can be extended to December 30, 2020, meanwhile, an electricity price reduction mechanism for overdue projects will be established.

The notice also stated that those who had failed to submit construction commitments on time (by the end of February, 2018) would no longer enjoy the policies for demonstration projects, as a result, there are now 16 of the original 20 demo projects remaining on the list, with the total capacity of 1014MW.

As Mr. Sun Rui, Deputy Dean of China Electric Power Planning & Engineering Institute interpreted in CSP Focus China 2018 conference this late March, 4 projects totally 335MW quit, and other 16 are expected to enjoy different levels of FiT.

5 projects totaling 300MW will be completed on time and enjoy the original FiT of RMB 1.15/kWh.

3 projects totaling 150MW will be finished half year late by June 30, 2019, and enjoy the FiT of RMB 1.14/kWh.

6 projects totaling 364MW will be finished one year late by December 31, 2019, and enjoy the FiT of RMB 1.12/kWh.

2 projects totaling 364MW will be finished two year late by December 31, 2020, and enjoy the FiT of RMB 1.07/kWh.

As a result, 7 of 16 take parabolic trough technology (2 thermal oil, 2 molten salt), and 7 molten salt power tower, 2 Fresnel (1 water, 1 molten salt).

The final decision will be confirmed by the government soon.

As CSP Focus gets from the industry resources, 9 out of the 16 demos are in actual construction, and 7 are in early-stage of preparation.
